Cargo Securement: The Arithmetic Nobody Explains
Most securement guidance stops at “use enough straps”. The regulation is more precise than that, and once you can do the two calculations in your head you can look at a load and know whether it is legal.
What the rules are trying to achieve
The securement standards in 49 CFR Part 393 Subpart I are performance-based. Underneath the tables and the counting rules sits a single objective: the cargo must not shift or fall under the forces a truck generates in normal driving and emergency manoeuvres.
Those forces are specified in 393.102. The securement system must withstand, without the cargo moving:
- 0.8 g deceleration in the forward direction;
- 0.5 g acceleration rearward;
- 0.5 g acceleration laterally.
Forward is the big one, and that asymmetry is the reason forward restraint dominates the rules. A hard stop puts roughly four-fifths of the cargo's weight into whatever is holding it.
Rule one: half the weight, in aggregate
Under 393.106(d), the aggregate working load limit of the tiedowns used to secure an article or group of articles must be at least one-half times the weight of the article or group of articles.
So a 10,000-pound article needs at least 5,000 pounds of aggregate working load limit. That part is simple. The part that is not simple is how you count it.
The counting rule
The aggregate working load limit is the sum of:
- half the working load limit of each tiedown that goes from an anchor point on the vehicle to an attachment point on the article of cargo;
- half the working load limit of each tiedown that attaches to an anchor point on the vehicle, passes through, over or around the cargo, and then attaches to another anchor point on the same side of the vehicle;
- the full working load limit of each tiedown that goes from an anchor point on the vehicle, through, over or around the cargo, and then attaches to another anchor point on the other side of the vehicle.
This is where loads that look secure fail an inspection. A strap thrown over the load and anchored on both sides counts for its full working load limit. The same strap anchored twice on the same side counts for half. Four straps are not four straps until you know how they are routed.
Working load limit is not breaking strength
Under 393.108, the working load limit of a tiedown is the lowest working load limit of any of its components — including the tensioner — or of the anchor points it attaches to, whichever is less.
A 5,400-pound strap on a 3,000-pound anchor point is a 3,000-pound tiedown. The chain is as strong as its weakest link, and the regulation says so explicitly. Ratchets, hooks, D-rings, winches, the rub rail: any of them can be the limiting component.
Where the equipment is marked by the manufacturer with a working load limit, that marked value is what you use. Where it is not marked, the regulation assigns default values, and the defaults are deliberately conservative: unmarked synthetic cordage is treated as polypropylene, unmarked welded steel chain as Grade 30 proof coil, unmarked wire rope at one-quarter of nominal strength. Unmarked equipment costs you capacity on paper even if it is stronger in fact.
Rule two: the minimum number of tiedowns
Independent of the weight calculation, 393.110 sets a minimum count based on the article's dimensions. For cargo not blocked or immobilised to prevent forward movement:

Where the article is prevented from forward movement by a headerboard, bulkhead, other cargo or appropriate blocking, the requirement drops to one tiedown for every 10 feet of length or fraction thereof.
That is a substantial difference, and it is the practical argument for a headache rack that is actually rated for the job rather than decorative.
Both rules apply
You satisfy the count and the aggregate working load limit. Meeting the minimum number of tiedowns does not excuse you from the half-the-weight calculation, and having plenty of capacity does not excuse you from the count. Inspectors check both.
The commodity-specific rules
Subpart I contains separate, more detailed requirements for commodities that behave badly when they move. If you haul any of these, the general rules are the floor and the specific section is what actually governs:
- logs (393.116) and dressed lumber (393.118);
- metal coils (393.120) and paper rolls (393.122);
- concrete pipe (393.124) and large boulders (393.136);
- intermodal containers (393.126);
- automobiles, light trucks and vans (393.128);
- heavy vehicles, equipment and machinery (393.130);
- flattened or crushed vehicles (393.132);
- roll-on/roll-off and hook lift containers (393.134).
Metal coils and paper rolls are worth singling out. Both are dense, both roll, and both have killed drivers by coming through the cab. The specific rules for them are long because the failure mode is catastrophic.
Practical points that follow from the rules
Articles that can roll
393.106(c) requires that cargo likely to roll be restrained by chocks, wedges, a cradle or equivalent means, and those restraints must not become loose or unfastened while the vehicle is moving. A strap over a pipe is not a chock.
Check your tiedowns en route
Straps loosen as a load settles, and a load settles most in the first few miles. 49 CFR 392.9(b) requires the driver to inspect the cargo and the securement devices within the first 50 miles of the trip and make any adjustment needed, and then to re-examine them whenever the driver's duty status changes, or after three hours of driving, or after 150 miles — whichever comes first. The rule does not apply to a sealed vehicle the driver has been ordered not to open, or where the load makes inspection impracticable.
Dunnage and friction mats
Friction mats have a load restraining value that counts towards securement under 393.108 where the manufacturer provides it. They are not a substitute for tiedowns, but on smooth decks with heavy dense cargo they change the picture measurably.
Why this is an out-of-service category
Cargo securement is one of the areas examined in a Level I or Level II inspection, and securement failures appear in the North American Standard Out-of-Service Criteria. An improperly secured load is not a citation you drive away from — it is a load you restrap in the inspection lane before you move.
